Sweaty and sticky scrotum

Since few weeks while sleep or lying down I feel my scrotum skin is sticky and somehow sweaty. Recently i had a itching on the bottom of penis(where the skin meets the scrotum), and after that it became a kind of lesion and went away. Anyway, major complaint is this sticky and sweaty feeling, how to treat this... is this any infection? Please help me
