Suspect Atopic dermatitis

As you can see in the picture, the skin is flaky when dry and it has changed to black color. It started as a small circular patch which has become like this since when I started to rub off flaky skin. I have had this earlier and just applying nivea moisturizer cured it. But this time I consulted dermatologist and prescribed me to apply liquid paraffin during day and neosporin ointment at night. Using for more than a month. I can see that only when I apply those the flakes reduce. Even if I don't apply for one day, it shows up very clearly. Shall I better try applying moisturizer? Kindly advise. Thanks in advance.
