Sudden wrinkles on arms from 2 - 3 days

Hi, My brother is experiencing this unusual wrinkles from 2-3 days, not sure what is causing it. It usually appears once he takes bath or when he lifts any weights. Yesterday he was lifting a few plants which weigh around 5kg and today he was holding a baby and we noticed similar wrinkles. No itching or any other sensation it usually becomes normal in 2 hours.
