Spots on Penis.

I started developing spots on my penis head about two years back. Initially, the spots were 2 or 3 in number and pretty small ( 2-3 mm) in size but now they have covered all of my penis head and growing on the shaft as well. Initially, they start as whitish and gradually they turn into the blackish shade over a period of 3-4 months.No inflammation.
