I have a small syst upper of belly button . Can I know what is the problem may be? To whom I have to consult

SWELLING above the naval in midline may not be a cyst, it may be an epigastric or ventral or paraumbilical hernia. Get yourself examined by a general surgeon. ULTRASOUND may also help in confirmation.
Next Steps
hernia if confirmed, will need surgery. if it is some skin related swelling or  cyst then Treatment may be just a minor surgery or may be just observation depending on actual diagnosis
