  4. Small circumference. Neurologist?

My son is 7 and his head size is normal (51cm). However, when he was 14 month his circumference was only 43 cm. His head only grew 1 cm in 8 months. (between 8 month and 14 month). He now has some mild delays in development. Pediatrics never said anything, I just went through his records recently. Should I consult neurologist?
