Skin blemishes and dullnesa

Hi my skin is combination skin and from past few months I m getting pimples when I aproach my monthly period cycle.These pimples are leaving behind the acne blemishes and also I have noticed that my skin is very dull .need advice whether I need to consult any doctor and go for any tests or alter my food habits and lifestyle.
