I have severe cough at nights and mildly through the day. At night it also feels like saliva and phlegm are flowing down into my windpipe and choking me. Do I need to see an ENT specialist?

You could likely be having chronic sinusitis which is causing the phlegm and secretions from the nose to go into ur throat and choking occurs. Please visit a nearby ent specialist for confirmation and correct treatment. Steam inhalation will be helpful for you to reduce the phlegm till you visit a specialist.
