Some mouth wash contains minute content of alcohol. And some contains menthol which actually inhibit sensation in particular area.just have a mint leaf.you will same experience. Actually not blood vessels. It actually effect on small nerve ends.temporary loss of sensation reduces the irritation in particular area.as well numb.roughness is because of blood vessels.
