So I have been observing this issues for the last 3-4 months where I observed white remains on my penis with foul smell originating from under my Penial skin but after washing at the time of bath it would go away but again the next day it would re appear so this has been going on along with redness and penial area irritation.

This is smegma . Clean with soap and water twice daily. If issue with maintaining hygiene or phimosis, get circumcised
