Regarding accident mark scar removal

I met with an accident before 6 months, got injury on my chins. That was stitched with 4 knots. Now the injury was healed but it leaves a mark in my chin. On that area hairs are not growing. On that area skin becomes shine & different in colour. Is there any remedy to remove the scar and hair grow on that area.
