Red spots and inflammation on penis

I have red spots and inflammation under the foreskin of my penis and it's been two years ever since  these symptom first appeared  and after that, I had consulted a physician, who had consulted me to use FUZI-B cream, which helped me reduce the inflammation and red spots to a great extent but not completely. I have been following a proper hygiene and still sometimes inflmmation and red spots along with itchiness recur. Do please let me know about my condition.
