These pics look like conjunctivitis. Probably viral in nature. The red spots look like small hemorrhages hence it's most likely viral conjunctivitis. It's quite common when the season changes like this frequently. Episcleritis usually doesn't present like this.
Unfortunately this condition is quite problematic and usually takes 10 - 15 days to subside. So you need to stick to one form of treatment for quite some time before u get successful results.
U should start with antibiotic eye drops, eye drop moxicip, 1 drop in both eyes, 6 times a day.
Eye drop azithral - 1 drop in both eyes, 3 - 4 times a day.
Eye ointment ocupol /chlorocol - apply like Kajal, twice a day.
Please stop using Toba F or any other steroid drops.
