Reason of low sperm,count &low motility

I have testosterone level 700. + but Sperm counts : 38 m/ml. Motility :18%(active) +10%(sluggish) + 70%(inactive) Morphology : 35 % abnormal . Q.1 If I have high testosterone it means my testes is functioning properly... There are some other reason for low sperm quality and qty. Am I right explain? Or low sperm qty and quality means testes may have some problems.
