Rashes in hand near elbow & behind neck

Hi, My mom from the last 2 weeks facing problems with the rashes in hand near elbow and behind neck. She is now taking A-Z multivitamin and Abocal D daily, also She is now using Dermadew soap to control rashes for the last 10 days. But she couldn't see expected results. Please advice.
