Rash on upper inner thigh?! Male

My boyfriend has a rash on both upper inner thighs, but not on genitals. It started out really red but it wasn't bumpy and it didn't itch. As days past it faded a bit but seem to take a circularish kind of pattern. Although far less red, it seems to be irritating at times on and off and is sometimes redder than other times. Almost as if it almost goes away and then comes back with a bite.
