Rash in knees with out itching.

There is rash in my knees and elbow but Not itching , actually I was unkonwn about it, at the time of bathing i noticed that.. it has been 3days but it's not going.. my blood test showing normal but monocyte and besophil low.. picture attached. Kindly help..
