  4. Raise my hands up. Circulation problem?

When I raise my hands up, I feel to tingling in fingers and feel short of breath. Also tingling sometimes during walking and sleep. I have had chest pain, breathlessness but ECG echo tmt were normal and lung tests clear. Also I feel breathless when lying down. Any idea. Is this blood circulation problem?
