I can understand your concern. .
You must realise that rabies spreads from the bites of a rabies infected dog and other animals.
So not all dog bites can give you rabies, because not all dogs have rabies.
Puppies are vaccinated so that they can be protected against rabies should they ever contract it.
Rabies vaccination is done after 90 days because before that age if the vaccine is given, immunity will not develop properly and the dog also has antibodies it received from its mother.
