My 16months old is pulling other childrens hair is it normal. Even though I am trying to explain that she is not understanding.

At this age children start learning from siblings / school mates / videos on tv / mobile . Understand why the child is doing so . Instead of saying no , try telling her that’s it’s painful and not a good behaviour .
