Premature ejaculation and erectile dysf.

I am suffering from erectile dysfunction and premature ejaculation both since my penis is not hard enough to penetrate and is kind of rubbery. Also, I have to rub it against the bed for pleasure since hand touching isn't really arousing it at all. I rub it against the bed and ejaculate in 30 seconds. This is happening since I was 13 and now I am 24.Please suggest something..
