We understand your concern. The breathing rate in children of that age is usually around 30-45 cycles per minute, and it may decrease to 25-29 cycles per minute when the baby is sleeping. Normal breathing pattern in a baby is that the chest and abdomen rises with inspiration. If during inspiration the abdomen rises and chest wall retracts it suggests underlying disease which requires prompt evaluation and management. I would suggest consult a pulmonologist in person to adress the issue.
