You need to have a clinical check up If you have a short frenulum you need to go for frenuloplasty and the other option is circumcision There are no creams that will really help

Yes it can be treated medically. Need to apply hydrocortisone 2.5 % ointment with gentle massage and retraction daily. Also added warm bath and compression are helpful. Consult me on practo for further assistance and medication
