Hi friend, A surgeon needs to evaluate you first to see if your foreskin is retractable or not as treatment depends on that . Choice of govt or Pvt hospital is completely yours. Govt is cheaper. If you carry health insurance choose a Pvt hospital. If circumcision is needed and you deny it , it may develop into a cancerous lesion.
