Pet Scan inactive mass

I am 68 years woman and have a 3 cm mass on my right upper lung and doctors suspect it to be cancer and asking for biopsy but they want to do a whole body pet ct scan first.. My question is that if my Mass comes metabolically inactive in the Pet Scan, will I still required to do a needle biopsy or the case closes after this result.. please answer what I'm asking.. I request..

you can go for a cect chest too..if it picks the contrast, then you'll need biopsy.
