Perioral dermatitis caused hard water?

There's something that looks like perioral dermatitis around my mouth and chin. The only thing new in my life is moving to a new place. The new place has extremely hard water. I'm wondering if that's the cause. I recently started using lotion and its making it more flaky and scaly. I've used prescription steroid cream. Didn't help..
