Its dry , painful with white patches .not able to retract .burni g sensation is always there.if i pull the skin front and back it looks there will be cut marks created.on passing the urine if fhe skin is covered then also burning .

Show to a urologist or dermatologist. I suspect you have penile infection. White patches suggest fungal infection.
