The penile foreskin cannot be retracted behind the head. I was able to do so until 1 year back, though it was painful, but now i'm not able to do it at all.

Hello. Use a lubricant like coconut oil, apply 1 or 2 drops between the foreskin and glands penis gap and slowly start movements. Do for 15 days. I'd this doesn't respond, consult in person.
