Paper like cuts on Foreskin of penis

For the past few days I have started observing cuts on the foreskin of my penis. Initially, I ignored and thought it would get better if I leave it as is but, when it didn't work , I started applying boroline antiseptic cream. I still do not see any improvement. Can you let me know what can be the cause and how can it be treated ?
