Pain near edge of penis

My son is 6 years old and he says pain while touching the edge of the penis. Moroever while urine there is no pain but it feels the pain while he touch the edge or down the skin from edge of the penis He not complained pain all times Any suggestions is much appreciated Thanks RGC
