Pain in Top  penis/ anus after urination

After urination I feel mild and consistent pain on the upper part of my penis and outer part of anus. There is some infections also seems om the inner skin of the top area of my penis. To what kind of specialist I need to consult? Nephrologist, Urologist, dermatologist or some sexologist. Pls suggest.
