Pain in leg between knee to ankle

Hello there,          My mother is suffering pain in leg from knee to ankle since two years back. The vains are visible in the area where it pains. We consulted many doctors but it didn't helped much in her condition. I want to ask either should I consult with a neurologist or orthopaedic for this condition. Thanks Regards Abhishek

Apply analgesic ointment and do hot fomentation over pain area ,do knee and hip exercise
