14th day no ova seen in ultrasound....Is it  possible  a female is not  ovulating but having regular period ??

Yes it is possible.Get done all investigation needed for fertility and husband semen analysis.Also get done basic ultrasonography to know the condition of ovaries.With reports meet to gynaecologist and start treatment.
