You seem to be suffering from consequence of long-term decongestant use known as rhinitis medicamentosa. Usually it can be managed medically by a course of oral steroids followed by intranasal steroids with gradual decrease in decongestant use. If there is significant hypertrophy of turbinate tissue you may need to undergo some kind of turbinate reduction surgery
