Hello....it could be sabeceous cyst ...A painless lump over the scrotal skin is very likely to be sebaceous cyst. But cannot confirm with out local examination .... General surgeon will examine and treat it ....if its infected cyst presents with pain and redness ..consult general surgeon in nearest hospital.
