Moisturizer for sensitive skin

I had very sensitive skin looking out for a good UNDER BUDGET moisturizer which is safe, I had applied CETAPHIL MOISTURIZER IT CAUSE SIDE EFFECTS, I got small Tiny Bumps and Red Rashes. I am scared since cetaphil is considered for sensitive skin. I can't trust to any moisturizer. Pls Can U Recommend Me Good Moisturizer For Sensitive Skin And Bit Dry.
