Miscarriage for 2nd time

My wife,20 years suffered from 2 miscarriages every time before 12 weeks. I don't understand what is the reason and whim should I consult. My gynaecologist thinks it could be due to hormonal abnormality. Please suggest what should I do. I have every possible step in previous pregnancy to protect her and provided complete bedrest. Still of no use. Please guide us as we are felt depressed.
