Miscarriage after IUI pregnancy

My sister conceived through 2nd IUI but at 7weeks she miscarried. Usg report sac collapsed. Doctor is telling that due to low AMH(1.38) level and may be the poor egg quality. My question is what should be the next conception option? Normal, IUI or IVF? And after how many days? Change of again miscarriage? Pls suggest me doctor.
