First get a certificate from your treating Dr stating that you have bipolar disorder and amount of disability you are suffering from. Take this certificate to a government hospital where a psychiatrist is available or psychiatry department is present. From there onwards they will guide you. In most of the government medical colleges there will be psychiatry department. Any district headquarters hospital will also have a psychiatrist. You can consult them and get the certificate.
