Is there any relation between being  fingered and getting spotting 15 days before period. Can this cause hormonal problems or deckining in estrogen level

No it does not cause any hormones problem I think you have done forcefully that's why getting spotting  . Urinary tract infection also causes this so get done complete urine examination also.
