Lump found in breast

Hi I am 30 years old, I've lumps in my body which are painless but few of them are pain when touch, recently I have found lump in my right side breast which is also pain when touch,I just wants to know is pain lump is cancerous also to whom should I concern with oncologist or gynaecologist.please help 🙏 Thank you
