While speaking lips and tongue are not in coordination in speaking as earlier .Fluency is disrrupted .So word arrangements shatters down .Expression fades it's effect.

There are many diseases that can affect our speech and facial expression.    It may be lingual dystonia ( abnormal twisting of tongue muscles while talking) .   It may be early Parkinson's disease or may be a brain stroke .   So in your case it is difficult to comment concuslively any definite diagnosis without physical examination.
