Itching in Penis Foreskin and Testicles

Theres a bad itching in foreskin and bulb if penis, and also on testicles. The foreskin seems to have swollen a bit. I havent had sex ever. It itches a lot, and when i scratch or rub it, it swells. Theres no pain. Help needed ASAP
