Itching and burning on dorsal hand

Since past 2 weeks I have slight itching on the dorsal part of both the hands. Sometimes when I put my hand under running hot water, i feel burning sensation. It looks slight red especially on the knuckles and On the middle and proximal phalanges. I have also noticed a very small cuts on the phalanges. It looks very dry and the joints looks black when the hand is dry. Please note that I am staying in US, due to severe cold weather we have the heaters switched on most of the time. no past history
