I have hyperpigmentation( melasma) issue since 6 month. It affected my forehead,near eyes and also cause dark circles and my upper lips darker than lower.

You may be developing Melasma on the face. First and foremost, sunprotection is very important. If you don't do that, it will never go. So this is required all your life.
