Need to check whether I have hydrocele problem. Suggest me on the treatment procedures. How to consult a doctor..

Check your testicles yourself. If you feel that they are large in size or there is disparity between the size of your two testicles, then you may consult a urologist. Else just get an ultrasound scrotum done. You might actually not need to see any doctor, if above said examination and ultrasound is normal. Wish you good health sir.
