Hi, My kid (2years) is easily able to pass the urine, however ballooning happens while passing the urine and after that it becomes normal. Can this be related to phimosis? How much extent of Skin expected to be pulled back by age of 2 years? Also is anything need to be done to maintain better hygiene considering this condition?

Poor genital hygiene may result in chronic infection causing adhesions between the inner foreskin and underlying glans penis as well as fibrosis resulting inability to retract the foreskin,called phimosis.
Next Steps
Putting a steroid cream on the foreskin up to 3 times a day for 1 month. This is to loosen the skin

Yes. Its phimosis and ballooning should not happen normally. It may require circumcision in some cases. U need to meet nearby  pediatric surgeon, or if not possible then urologist.
