I got tested for hiv in May'17 then got recently tested again in Jan'18 . Both the times it came Hiv 1 and 2 as non reactive. Do i need to retest . Because a month ago i got a ulcer on my tongue which got cured and sometimes i get red rash on skin after bath . I get anxious because of it . I hope its not related to it .

dont worry , just because u see a rash or an ulcer doesnt mean u have hiv. you dont have to test again.
