At the age of 33 if you have this condition it is more likely if you have excess weight or if you have diabetes or there is a family history of diabetes. However it would have to be examined to give confirmatory diagnosis. If they are skin tags they would have to be removed by laser power by radiofrequency ablation or electrocautery excision.
