If I rotate my neck then I feel imbalance and a blurring image forms....I feel heaviness in my head ... difficulty in focusing ...seems like everything around me is rotating...

Hi, it looks like cochlear abnormality. It usually helps in body balance. If any changes can cause symptoms like loss of physical balance, giddiness,etc. If any eye abnormality is there that can also cause blurring of vision etc consult ENT and ophthalmologist for furthur evaluation and treatment.
